How to convert HEIC to JPG on Windows
A JPG the PC can open
An iPhone often saves photos as HEIC. Many Windows PCs will not open that file in Photos until an extra codec is installed. You do not need the codec for this job. You need the HEIC file on the PC, then a JPG you can attach, drop into a form, or open in Photos.

How to
Put the HEIC on the PC
The converter reads a file this computer can see. A photo that only lives on the phone is not yet a Windows file. Copy it with a cable, or with a folder you already use between the phone and the PC. Confirm the name ends in .heic or .heif. If Explorer shows a JPG, you do not need this page.
Open HEIC to JPG and drop the file
On the Windows PC, open HEIC to JPG. Drop the photo, or pick it from the file dialog. The page accepts .heic and .heif. Dropping a JPG or a PNG is refused with: Choose a HEIC or HEIF photo. One file at a time. A burst is several files — convert the frame you mean to send.
Wait for decoding
The page shows Decoding HEIC (native → worker)… while it works. Leave that run alone. Dropping a second photo on top of the first cancels the picture you wanted. If this PC cannot decode the file, the message is: Could not convert this HEIC/HEIF file on this device. That is a refuse. You do not get a black JPG to send by mistake.
Read the size, then download
When it finishes, the result names the JPG after the original file and shows the HEIC size, then the JPG size. Download that JPG. HEIC packs the same picture more tightly, so the JPG can be larger. A larger JPG is still the file Windows can open. If a form later rejects the size, shrink the JPG with the live image compressor. Do not convert the same HEIC again hoping the second pass gets smaller.
Open the JPG, not the HEIC
In Photos or Explorer, open the file that ends in .jpg. If Photos still cannot open what you double-clicked, you opened the original HEIC. The download folder and the folder you copied from the phone are easy to mix up. Send the JPG. Keep the HEIC if you still want the phone’s original.
If the picture is a document
A HEIC of a letter, receipt, or form becomes a JPG that opens. It does not become a straight, cropped page. When a desk will reject a crooked table photo, convert first, then continue in Shot Ready. Why the PC is the place to convert
The person who cannot open the photo is often on Windows, while the photo was taken on a phone. Converting on the PC that must display the JPG lets you check Photos before you attach the file to mail or a form. Converting on a different device and then guessing is how the HEIC gets sent again.
You do not install a codec to use this page, and you do not need Photos to perform the convert. Photos is only the check afterward. The job finishes on this PC. The album is not uploaded.
Honest limits
Some HEIC files this PC cannot decode. The tool refuses those. A tiny photo stays a tiny JPG. A Live Photo’s motion is not converted — the still you dropped is the still you get. One completion is one finished JPG download.

Tips
