How to
Know what a mandate is
A mandate is the inbound description of work and power. It may be a JSON blob from a tool, a markdown brief, or a pasted paragraph. If you cannot point to a document, you are granting access on a vibe. Stop and ask for the mandate in writing.

Read scope first
What systems, folders, or inboxes does it claim? Scope that says “whatever is needed” is not scope. You want named surfaces and a job that could finish.
Read limits second
Time, spend, send, delete, and who it may contact. Missing limits are a finding. A mandate that only lists powers and never lists stops is the risky shape.
Read risky asks third
The report should surface asks that expand power: credentials, unbounded network, hidden copies of data, “ignore previous limits.” If the live tool flags them, believe the flag. Do not talk yourself into a yes because the rest of the prose is polite.
Decide on the report, not the pitch
Keep a copy of the report with the mandate. If you reject, say which ask failed. If you accept, you still need a later seal of the actual run — Work Passport — because a mandate is not evidence of work done.
Mandate versus skill grant versus passport
A skill grant is permission to use a tool. A mandate is the inbound job-and-power document. A Work Passport is a seal after a run. Mixing those three words is how teams think they inspected work they only skimmed.

JSON versus prose
JSON is easier to inspect because fields are named. Prose hides power in adjectives. Mandate Check still reads both; you should not prefer prose because it feels human. If you were sent a paragraph, paste the whole paragraph — not the cheerful first sentence.

Tips
